This research addresses questions of how Web2.0 technology, applied internally in support of knowledge sharing and collaboration efforts in public sector settings is affecting the policy formulation process in the Government of the Province of British Columbia. This specific set of interviews is part of a case study of the Water Act Modernization Process. The following is a summary of the privacy and participant research ethics protections for interview participants. You have being invited to participate in this study because of your direct involvement in the Water Act Modernization Process as a member of the British Columbia public service at the time of that involvement. You were recommended to me as a key person for purposes of this research by Oliver Brandes (Director of the Water Sustainability Project at the Polis Project on Ecological Governance) or by a previous interview participant.
If you agree to voluntarily participate in this research, your participation will include completing this interview related to the research questions of the project. The research activity will focus on semi-structured interviews related to the internal-to-government aspects of the Water Act Modernization Process, specifically related to knowledge sharing and collaboration practices, the impact of collaborative technology on policy network interaction, the impact of organizational social networks on policy network collaboration, and external-to-government influences on policy network interaction. The estimated amount of time required to complete the interview is 45 minutes.
- If consented to by you, I will record the interview direct to digital mp3 format on a notebook computer encrypted using 128-bit AES encryption.
- Following the audio recording of the interview, a verbatim transcript will be prepared by me, and the original mp3 recording secure deleted.
- I will email to you a copy of this transcript, taking all reasonable precautions to ensure the confidentiality of the transcript. You are welcome to review the transcript and make any corrections, amendments or deletions that you wish. The amended transcript will then become the transcript of record for data analysis purposes.
- You will be assigned a five digit randomly generated alphabetical study code (e.g., AbCdE) that will be used to identify your responses in all stages of analysis and reporting.
Although your responses will not be anonymous when collected, they will be anonymized for analysis and reporting purposes using the five digit randomly generated alphabetical study code. Where a quotation from an interview is extracted from the interview transcripts, it will be attributed to the five digit study code. Additionally, no quotation will be used in such a way that the speaker or their organizational unit could be identified from the content. And where any quotation is used in reporting, the consent of the speaker will be obtained first. Therefore your confidentiality will be protected – i.e., no interview participant will be identified by name in the reporting, a reader will not know which respondent provided a particular answer in an interview, and no quotation will be used without the expressed consent of the speaker.
