In my most recent version of my graduate class in “Statistics for Public Sector Managers“, one of our weekly assignments asked class participants to write a short opinion piece on the issue of persuasive presentation vs. manipulation in the context of visualization for policy analysis.
What is the proper role of the policy analysts as public servant: to understand how the decision maker (e.g., the Minister) might be influenced by visual rhetoric and use that to make the analysis resonate with her, or to avoid visualization techniques and stick to the neutral presentation of facts?
